On April 8, the Administrative Office of the Dornod Province Government of Mongolia conducted a special assessment of the 2025 social responsibility performance of Shin Shin Company under China Railway Resources Group, a subsidiary of China Railway Group Limited. Following a comprehensive evaluation, Shin Shin Company successfully passed the assessment with a record-high score of 94.4, demonstrating its strong commitment to local integration and service.

During the assessment, the evaluation team conducted on-site inspections, document reviews, and discussion sessions to gain a thorough understanding of Shin Shin Company’s social responsibility performance. The team visited production sites in the mining area and employee residential zones to examine operations, environmental protection, and employee welfare. They also reviewed contract performance records and operational files, with a focus on implementation details in areas such as local employment generation, livelihood support, industrial collaboration, and ecological protection. In addition, discussions were held with local employee representatives to hear their concerns and assess the protection of employee rights and interests.

At the feedback meeting, the governor of Dashbalbar County highly commended Shin Shin  Company’s performance, noting that as a key Chinese-invested enterprise rooted locally, it has consistently fulfilled joint development agreements, playing a vital role in promoting regional economic growth, safeguarding employee rights, and improving public welfare, serving as a model of government-enterprise collaboration. The Director of the Administrative Office of Dornod Province Government also recognized the company’s strict contract compliance and proactive responsibility, expressing hope for further deepening practical cooperation, improving co-development mechanisms, and ensuring the effective implementation of joint agreements to achieve mutual benefits for enterprise development and local prosperity.

As a benchmark Chinese-invested enterprise deeply rooted in Dornod Province, Shin Shin Company has been ranked among Mongolia’s “Top 100 Enterprises” for eight consecutive years. It is the first wholly Chinese-owned underground mining enterprise in Mongolia to obtain ISO integrated “three-management-system” certification, and in 2025 was recognized as an “Outstanding Water Conservation Enterprise for Groundwater Protection.” Its development achievements have been widely acknowledged by local authorities and communities. The company has established stable partnerships with 35 local enterprises, covering production materials, transportation services, and logistics support, with continuously improving localization. It provides over 1,100 long-term jobs, with more than 95% of employees being local residents of Dornod Province, earning the title of “Outstanding Labor Enterprise of Dornod Province.” In 2025, water recycling at the processing plant exceeded 90%, with 23.3 hectares of technical reclamation and 16 hectares of ecological restoration completed, and over 10,000 trees planted around the mining area. In March 2025, the company successfully rescued 12 residents trapped in a snowstorm, an act widely praised and featured by Mongolian media.

Going forward, Shin Shin Company will continue to strengthen localization management, strictly fulfill commitments related to joint local development and social responsibility, and focus on “government-enterprise collaboration, shared social benefits, and joint ecological protection,” promoting synchronized enterprise growth and regional prosperity, and striving to build a model of pragmatic China–Mongolia cooperation.
